The game was first announced in June 2015 during E3 2015. Only a few key details were provided; mainly that it would be a role-playing video game developed by a newly created development team within Square Enix called "Tokyo RPG Factory"

. The game is a new IP, not a spinoff, though it's meant to evoke nostalgia and emotions from game's from Square's past
. Additionally, a few pieces of concept art were released, and the title was announced as a PlayStation 4 title with a worldwide release in 2016. Further information was released in July, with Square explaining that sadness would be a major theme in the title, with "Setsuna" originating from the Japanese word "setsunasa", roughly meaning sadness or sorrow
. Also announced were intentions to keep the game's development time relatively short, re-emphasizing the title's 2016 release window. The game was later shown in September 2015 as part of Sony's Conference for the Tokyo Game Show. There, it was revealed to be released under the title Ikenie to Yuki no Setsuna
, which roughly translates to Setsuna
of Sacrifice and Snow in Japan. Additionally, it was announced that the title was 60% complete, would be coming to the PlayStation Vita as well, and that both versions were scheduled for "early 2016" in Japan. There are not any differences in content between the two versions of the game, with the only exception being that the PlayStation 4 version being made to look better on a larger screen.
